Tomorrow, July 16th, both the Commerce Justice State Appropriations Subcommittee and the Labor, HHS Appropriations Subcommittee will mark-up their FY03 appropriations bills (3:00 PM for Commerce and 5:30 PM for Labor). The Commerce Subcommittee will decide how much funding TOP will receive while the Labor Subcommittee will decide how much funding TOP will receive. These Subcommittee mark-ups represent the best chance that the Digital Empowerment Campaign has to attain a high appropriation figure for the TOP and CTC program. A high dollar figure for TOP and CTC will help ensure that we have the advantage in future negotiations- at the full Committee level, on the Senate floor, and in conference with a House version of this bill - over TOP and CTC FY03 funding. The Digital Empowerment Campaign must act immediately. Action Needed: Please contact the members of the Senate Appropriations Subcommittee on Commerce Justice State and request that they fund the TOP program at $45 million for FY03.
