WebTracer is an project based on the intention to visualise the structure of
the web. There are many applications that analyse websites for structural
integrity and diagnostic purposes, but few reveal the visual structure that
web hypertext creates. Webtracer represents this structure as a three
dimensional molecular diagram, with pages as nodes(atoms) and links as the
strings(atomic forces) that connect those nodes together.

Within the Webtracer environment the molecular structure of sites can be
examined from any angle and any distance. Nodes can be selected to gain
further information on their content and a conventional browser launched to
visit the corresponding page directly. The molecular structure of the site
reflects
both the sequence of hyperlinks within actual pages and also the internal
structure of the host site's file system.

As such Webtracer generates an interactive molecular diagram that is unique
to each site it visits. Tendencies of information design and the intentions
of the site designer to promote or demote certain types of information
become visually obvious. The resulting structures range from deeply
interwoven tapestries to delicate and simple tree designs.

Webtracer is intended as an interactive tool to both visualise the web and
allow users to gather information about a site through its structure,
analysing the intentions and principles of a site's construction and design.

JOIN THE U.S. NON-PROFIT ORGANIZATIONS' WORKING GROUP
FOR THE G-8's DOT FORCE!

Last summer, the G8 (8 richest countries) created the Digital Opportunity
Task Force (DOT Force) to identify the most effective ways the G8 can help 
close
the global digital divide. The DOT Force will report findings and
recommendations to the G8 in July 2001.

The Markle Foundation is sponsoring the DIGOPP Online Working Group for
U.S.-based non-profit organizations (February 12 - April 20, 2001). The
input from DIGOPP will feed into the DOT Force deliberations. DIGOPP will:

* assess the current situation
* discuss priority targets for concerted action by the G-8
* identify successes and failures of existing efforts to bridge
the digital divide, including best practices and lessons learned

The DIGOPP Working Group provides an important opportunity for the
non-profit community to participate in shaping the work of the DOT
Force as it prepares its report for the G-8.  We hope you will join in this
key effort.

EYEBEAM ATELIER ANNOUNCES COMPLETION OF PHASE TWO
OF AN ARCHITECTURAL DESIGN COMPETITION FOR A
MUSEUM OF ART AND TECHNOLOGY IN NEW YORK CITY

(New York, NY)  Promising to be one of the most exciting and innovative
architectural projects in New York City in recent years, Eyebeam Atelier,
the new media arts organization, has entered Phase Two of an architectural
design competition for its flagship museum/atelier building in the Chelsea
gallery district.

In Phase Two, a group of thirteen international architecture firms, whose
principals are known for their use of new media, and for their inventive and
imaginative approaches to architecture, have been selected and asked to
create a conceptual design for the project.

Phase Three of the competition, due to be completed in late 2001, will
result in the selection of three finalists, each of who will be asked to
develop a comprehensive design scheme. The drawings, models and digital
animations they produce will be exhibited in Eyebeam Atelier's temporary
galleries, accompanied by a publication and a symposium centered on issues
at the intersection of architecture, technology and design.

Eyebeam Atelier will be located at 540-548 West 21st Street, joining the
arts organizations and galleries that have made west Chelsea New York City's
new center of contemporary art. It will be the city's first facility
dedicated exclusively to new media art and the largest institution of its
kind in the United States, housing a museum of art and technology,
Artist-in-Residence studios, an education center with multi-media
classrooms, a state-of-the art new media theater, a digital archive, a
restaurant and a bookstore. The building will be approximately 90,000 square
feet rising from a 15,000 square-foot site. Construction is due to begin in
2003 and is estimated to cost $40 million.

At the Chelsea site, construction has already begun on an interim space
designed by architects David Hotson and Craig Newick. Scheduled for
completion in Spring 2001, the space will provide three Artist-in-Residence
studios connected to an 8,000 square-foot multi-purpose exhibition/event
space. Other features include an education center, a wall-sized rear
projection screen and an interior atrium.

Eyebeam Atelier, a nonprofit cultural and educational organization dedicated
to new media art, was founded in 1996 by filmmaker John S. Johnson. Its
manifold mission is to initiate, present, support and preserve artworks
created with computers and other digital equipment; to expand the public's
appreciation of new media art through education programs, exhibitions and
equipment access; to expand and improve access to electronic, graphic,
network and moving image arts for artists and the public; and to research
and develop new technologies that will catalyze the creation of new
artworks.

Both the interim space and the new building will further Eyebeam Atelier's
mission by providing established artists with the latest technological
tools; educating emerging artists on the creative use of digital
applications; contributing directly to the development  and advancement of
technologies used in moving image, spatial visualization, sound,
performance, game design and other media; fostering collaborations between
artists and scientists; and promoting a discourse on cutting-edge issues and
ideas around art and technology through exhibitions, lectures and symposia,
online critical fora and publications.

MIKROKINO FEST 2001

Announced for January 26 and then postponed to February 19, Mikrokino
FEST 2001 successfully started in Belgrade. This is the first
international short film festival in Yugoslavia ever, and is organized
by LOW-FI VIDEO, a group of independent filmmakers and promoters from
Belgrade.
After an international call for entries, posted last fall to various
mailing lists, 80 out of 133 short films arrived were selected to be
shown at the Mikrokino FEST 2001. The screening schedule can be found

This festival has its own e-bulletin in Serbian language, distributed
via LOW-FI VIDEO mailing list, which has 340 members - wired Yugoslav
fans of short and independent film. Mikrokino FEST 2001 is very
important as a regional model: this is a festival with off-line oriented
screening policy, and at the same time it tries to use on-line
promotional possibilities to the fullest.
Each evening more than 250 visitors swarm in the Student Cultural Centre
in Belgrade, trying to find some free seat for watching short films from
all over the world. The audience's favourites for the first day of
screening were:
- - A SHORT FILM ABOUT A BOY (NA DEN' STARSHE) by Nurbek Egen from Russia,
- - MR MR by Nenad Mikalacki from the Bucharest Film School (Romania),
- - all films from the MediaStorm Productions (Australia),
- - MYTHS-PHARAOH by Sergei Ovcharov from Russia,
- - LINT PEOPLE by Helder K. Sun from the USA,
- - IN/DIVIDU by Nicole Hewitt from Croatia,
- - Canadian video art made by the group Perte de Signal from Montreal.
The next day the audience most warmly greeted:
- - EXTREMISM BREAKS MY BALL by Nicolas Debot from Sweden,
- - NOIRISTICAL: ANEXACTETUDE IN NOIR by Andy Birtwistle from the UK
(which had its world festival premiere at the Mikrokino FEST 2001),
- - RIDING THE TIGER by John Haptas and Kristine Samuelson from the USA,
- - SHOES: A USER'S GUIDE by Giles Ben Burton from the UK,
- - WRESTLING WITH A BEE (AMPAISPAINI) by Meritta Koivisto from Finland,
- - the Danish video art selected by The Danish Video Art Data Bank.
The festival has various additional programmes, including special CD-ROM
presentations. Very well covered by the local media, Mikrokino FEST 2001
is a true celebration of short film in the middle of the Balkans.

REplay PLAYer is based on a computer program written in MAX/MSP which
acts as an autonomous sound layer that uses pre-recorded 'objet
trouvees' which are deconstructed and re-composed by using realtime
composition algorithms - a field of research that has been
investigated by Karlheinz Essl since the early 1980ies. The composer
will interpret and comment that generated sound stream by his
self-constructed electronic instrument m@ze°2

following an elaborated score which, however, leaves enough space for
spontaneous reaction and improvisation.

The current stage of the REplay PLAYer project was commissioned by
the ORF KUNSTRADIO; it can be viewed as a sonic comment to the
exhibition "REPLAY - The Beginnings of International Media Art in
Austria" which was curated by Heidi Grundmann and presented at the
Generali Foundation (Vienna) in summer 2000.

In the future this piece should also run as an interactive web
installation which would allow Internet users to control the sound
de/re-construction process via a web interface.
