<nettime> Son of CARP

Bad news for webcasters: After rejecting the egregious CARP proposal, the
Library of Congress has announced a "milder" schedule of fees. The costs
are still easily enough to drive most webcasters out of business, unless
they want to risk fines or other legal penalties.
