<nettime> Open Source and Denied Parties

I just went to check out some buggy thing in my inability to open some
attachments in my Mozilla mail that get sent to me from a mac ... I
started here:

http://www.mozilla.org/releases/#1.4

And I saw this with a nice bold yellow background:

   * This source code is subject to the U.S. Export Administration
Regulations and other U.S. law, and may not be exported or
re-exported to certain countries (currently Afghanistan (Taliban
controlled areas), Cuba, Iran, Iraq, Libya, North Korea, Sudan and
Syria) or to persons or entities prohibited from receiving U.S.
exports (including Denied Parties, entities on the Bureau of
Export Administration Entity List, and Specially Designated
     Nationals).

I went into a catatonic state for a second, then felt like trashing my
Mozilla browser and the plastic container it lives in. After I lent back
and recoverd some of my senses I hunted around and found this little gem
of a discussion: USian mozilla developers being rather insular and most
of the others being rather outraged:

http://groups.google.com/groups?dq=&hl=en&lr=&ie=UTF-8&safe=off&threadm=bfuncj%24r2e1%40ripley.netscape.com&prev=/groups%3Fhl%3Den%26lr%3D%26ie%3DUTF-8%26safe%3Doff%26group%3Dnetscape.public.mozilla.license

Some guy/genius here seems to think that the U.S. Export Administration
Regulations is not a GNU/Open Source issue.

Sort of funny approach ... "the source shall be free but only free to
those that the Bush/Cheny Junta tell us are free"....

Sometimes people tell me when I raise an issue "Martin, don't go there"
- but with this one I want to "go there" - anyone want to come?

And I thought someone told me Empire had no centre - well maybe they
were right, the USians are seeing they need help from the UNians now;
but whether they are stretched or not they like to make out they are the
centre of it all. Can I remind them "we are not all USians?"

But back to the point: Anyone got any thoughts or resources about this
new form of "Open Source"?????
