In the US the intent of the law is not primarily to moralistically censor content, but rather to protect the children who would be victimized by the production of child pornography. This is confirmed by the fact that US courts have found that no matter how realistic, 3D computer graphic renderings of child porn are not illegal, even though the same images with living children would be. In other words, so far as I can tell, over here it's not about creating the machinery for some imagined wider unrelated censorship to come.
