"The practice of contemporary science is increasingly mediated by software. Across virtually all disciplines, from the natural and life sciences to the social sciences and humanities, research activities depend upon a foundational layer of digital infrastructure. This includes programming languages, compilers, numerical libraries, statistical environments, operating systems tailored to high-performance computing, and platforms for data analysis and visualisation. ... Nonetheless, the financial and institutional arrangements for sustaining this infrastructure horizontally remain inadequate... A European Strategy for Sovereign Research Software would aim to rectify this structural imbalance. It would support the long-term sustainability, security, and governance of the open source software systems upon which scientific progress and productivity now rest."
