a focus on the cross-discipline open software for research and suggestions
for horizontal actions.

"The practice of contemporary science is increasingly mediated by software.
Across virtually all disciplines, from the natural and life sciences to the
social sciences and humanities, research activities depend upon a
foundational layer of digital infrastructure. This includes programming
languages, compilers, numerical libraries, statistical environments,
operating systems tailored to high-performance computing, and platforms for
data analysis and visualisation. ... Nonetheless, the financial and
institutional arrangements for sustaining this infrastructure horizontally
remain inadequate...  A European Strategy for Sovereign Research Software
would aim to rectify this structural imbalance. It would support the
long-term sustainability, security, and governance of the open source
software systems upon which scientific progress and productivity now rest."
