In looking at the process of urban transformation in the Netherlands it is
crucial to take into account the various economic forces at work shaping
the current social milieu. In terms of economic structures, the division
between local and global or formal and informal has become less distinct
if not mutually dependant. As immigrational populations increase so too
does the demand for employment.  Given the limited availability of jobs,
there is pressure on the allegedly over-stressed and out-stretched soci al
security/welfare system to compensate. Operating beyond conventional legal
regulations, unofficial economies flourish with a degree of governmental
tolerance or acceptance.  While others survive by transient or provisional
means, there are also those wh o simply lose ground and face the more
daunting prospect of existing below the poverty level. This roundtable
discussion will be examining the ways in which people, governments and
independent relief organisations respond to and cope with these complex ec
onomic conditions.  Joke van Kampen, Stephan Raes and Ron Boot have been
invited to give their insights into these issues from their respective
fields of interests and concerns. After their presentation, the discussion
will be opened up for debate among th e audience.

STEPHAN RAES teaches political economy with an emphasis on the
Mediterranean region at the University of Nijmegen. Currently for his
doctoral thesis he is researching the emergence of migrant operated
illegal clothing firms in Amsterdam since the 1980s. H e is analysing
their position in relation to changes in the global economy.  JOKE VAN
KAMPEN is the general editor of Z-magazine (The Amsterdam magazine sold by
the homeless, also known as 'De Daklozenkrant'). She is also a freelance
journalist who has contributed to such publications as 'De Groene
Amsterdammer' and she is a forei gn affairs correspondent for 'IKON
radio'.  RON BOOT is the coordinator for Streetcornerwork in the inner
city of Amsterdam, Noord, Oud-West/Westerpark. Streetcornerwork foundation
is a fieldwork organisation with two target groups, homeless youth and
drug-users living on the streets. Their focus i s on housing, education,
health, finances, legal aid, social networking and recreational
activities. 

UNLIMITED.NL-2

Unlimited.NL-2 is an exhibition currently on view at De Appel, Amsterdam.
Guest curator Hou Hanru has asked a variety of artists, artist initiatives
and architects to reflect upon urban transformation in the Netherlands.
For the exhibition De Geuzen has designed The walk-in reader, a space
functioning as a resource for research, screenings and discussions. For
the period of two months there will be several roundtable discussions
based on selected themes: MAPPING, FEELING AT HOME: A SENSE OF
(BE)LONGING, SHIFTING ECONOMIES, MOMENTS OF CONVERGENCE and ENVISIONING
CULTURAL PARADIGMS ACROSS DISCIPLINARY BOUNDARIES.

WHAT IS THIS

this is a proposal for the kinds of activities the [ear] partners can
perform/develop

INTRODUCTION

this is the preliminary list of activities. its purpose is to help those
who
have expressed willingness to participate to choose the way they want to
do
it and to make this clear for all other partners. please, feel free to
suggest changes to the list that will make the types of activities more
clear and comprehensive.

the offered structure has the purpose to provide maximum flexibility and
freedom for different kinds of informal or formal national and
international
partnerships in the context of [ear].

as [ear] has been conceived as structured, but free source of information,
there will be no strict rules about the way the partnerships should be
formed.

however, for the purposes of fundraising on different levels, editorial
work
on given language or special cases of research structure, a certain level
of
formality will be required.

as information will be loaded from the partners themselves on daily, it
will
be difficult to provide exact credits for every single input, but strict
credits will be given stating the concrete type and area of participation
of
every partner.

PRELIMINARY LIST OF ACTIVITIES

there are three basic types of activities: national/regional register,
information center and non-institutional partner

1. national/regional register

this can be part of the activity of an art organisation, active in the
field
of media art

this is a national/regional register that co-ordinates all the activities
of
[ear] on the given territory (one or more countries) as promotion,
collection of information, co-ordination of the editorial of the database
information on the national language(s) of the country/territory, etc.

it is strongly recommended that the national register maintains its own
web
space where to provide regional specific information in the national
language(s) of the country/territory. this activity depends on the
concrete
infrastructure of the country.

the national register should have long term interests in the area and its
own resources or the ability to raise funds

2. information center

this can be part of the activity for each organisation in the field of the
media art.

the center can perform each of the activities of the national register,
without the need to perform all of them.

role of information center can play unlimited number of organisations on
given territory. the informational center does not need to declare long
term
commitment, but should provide stable partnership for every period or
project in which the center has certain role.

the information center should have its own resources or the ability to
raise
funds or at least participate of fundraising lead by [ear]

3 non-institutional partner

this is a professional in the area of the art who is not part of an
institution, or is part of an institution that is not and is not
interested
in becoming an [ear] partner.

non-institutional partner can perform all activities related to one's
experience and professional abilities as consultancy, research, critics,
translation etc.

non-institutional partners can participate also as supporters of different
national/regional institutions or other non-institutional partners, and to
form more or less stable partnerships for accomplishing different projects
in the area of [ear].

the non-institutional partner is not required to have its own base and
resources and in the general case they s/he will be supported by the own
[ear] funds, or by the funds of the institutional partners s/he works for,
when available. however in the general case s/he should have access to
basic
equipment and technology as computer, e-mail connection etc. as there will
be no support for such.

After a hectic three weeks in which Peter Sinclair and I (G.H. Hovagimyan)
built custom modified fiberglass speakers integrated into our robot cars
and programming an entirely new version of A SoaPOPera for Laptops we and
the cars are ready to roll.  We'll be doing a special performance for the
opening of the exhibition , Musiques  en Scene February 11th.  We're also
doing an installation for the show that will be up for two months, closing
April 11th.  There's some terrific sound art works by Jerome Joy, Paul
DeMarinis, Wolfgang Staehle, Joe Jones, Christian Marclay etc...

This version of the SoaPOPera features a hypertext conversation triggered
by keywords spoken by each computer.  Using speech recognition the
computers hear the keywords triggering various text-to-speech files. The
Mise-en-scene is conversations in a car.  The topics: Sex, Politics, Cars
and Songs.

With Opcode Max as the programming structure we've been able to sync
quicktimes of moving lips tied to the phonemes. The vehicles are also
sporting stunning new polyurethane wigs. As with any peripatetic human
conversation the computers/ characters, Ralph , Kathy, Fred and Princess
wait till they hear an appropriate keyword and then jump into the
conversation so they can talk about their own particular interests.   Come
and talk to our computers or other humans if you prefer.

The prelude to the D-Day-series was last year's Bar SyHaPa: 
D-Day 0 confronted Claudia Heuerman's SABBATH IN PARADISE (a
documentary about the New York downtown Radical Jewish
Culture-scene), with a concert by Anthony Coleman's SEPHARDIC TINGE.

For D-Day 8 (EXCEPTIONALLY ON A SUNDAY) we serve a second "step
across the border". Although this time the combination of the
presented documentary and the following concert is of a less direct,
less illustrative, but of a more associative nature. 

The subtitle of D-Day 8 could very well be PICTURE OF LIGHT versus
SOUND OF PICTURE(s). Or: a hallucinatory tale of the Canadian
filmmaker-cinematographer Peter METTLER versus the visionary
image-provoking sound-scapes of Fred FRITH.  (More info: below).

Picture of Light documents Mettler's journey to Canada's arctic in
search of the Aurora Borealis, or Northern Lights. While combining
glimpses of characters who live in this remote environment, with the
film-crew's both comic and absurd attempts to deal with the extreme
living conditions on the Northpole, the film reflects upon the
paradoxes involved in trying to capture the natural wonder of the
Northern Lights on celluloid. Mettler: "We live in a time where things
do not seem to exist if they are not captured as an image. But if you
look into darkness, you may see the lights of your own retina -- not
unlike the Northern Lights, not unlike the movements of thought, like
a shapeless accumulation of everything we have ever seen. Before
science explained, the Northern Lights were interpreted as visions,
prophecies, spirits -- a trigger of imagination -- images provided by
nature, framed by no less than the universe itself".

Objective:
To create a network among cities to make collaborative pieces of art
through
a user friendly Virtual Reality environment and an interactive virtual
museum.

1.Creation of 3D pieces of art :Virtual design (image rendering,
sensorial
feed back and sound environment), Real time or postponed prototyping.
2.Visit : Interactive visit at different scale levels in a
multi-sensorial
environment.

Users :
Artists, elderly or disabled people, and any interested people.

Short and mid term applications:
Creation and visit of pieces of art are the first applications, as a
case
study for the first demonstration platform.

Short term applications :
 Collaborative games and cultural games,entertainment parks (Virtual
Reality
Centre), Interactive Museums of the future, Special effects, Cinema,
Advertising, Design, Fashion, Haute
Couture, Prototyping.

Mid-term applications :
Simulation, Remote-operations, Tele-medicine,Collaborative work,
Augmented
reality or remote maintenance, Remote education and training, Robot
guidance
in a hostile environment, Battle
field operations.

Main points, Artistic and social  advantages :
1.Implement a federative project for a large number of Virtual Reality
applications.
2.Associates Art and High Technology ; links designers and users.
3.Opens up a large palette of expression tools and encourages the
development of new artistic concepts.
4.Makes relationships easier between people and artists through shared
expression which ignores language barriers, distance and time. Enables
communication between artists from different countries.
5.Enables social integration for elderly or disabled people.

CEA's planned actions in this project and partnership:
For the achievement of this project, CEA would like to initiate R&D
collaborations between industries, laboratories and public organisations
supported by European (5th PCRD, Eureka), national, or regional
programmes.

  The Media and Cultural Studies Centre at the University of Queensland
     is proud to present issue one in volume two of the award-winning

                  M/C - A Journal of Media and Culture
                        http://www.uq.edu.au/mc/

M/C is an award-winning journal that crosses over between the popular and
the academic. It is attempting to engage with the 'popular', and integrate
the work of 'scholarship' in media and cultural studies into our critical
work. We take seriously the need to move ideas outward, so that our
cultural debates may have some resonance with wider political and cultural
interests.

M/C's first 1999 issue is concerned with the idea of 'fiction'. Fiction
pervades our life -- whether we're enjoying fictional stories in books or
movies, follow the fight between definitions of truth and fiction in Bill
Clinton's impeachment proceedings, or even create fiction ourselves. Our
writers remain factual, though, writing <I>about</I> fiction instead of
writing fiction; here are the articles in this M/C issue:


  "This May Look like Science Fiction, But..."
Frances Bonner explores the relationship of fictionality and scientificity
especially at the conjunction of scientific prognostication and science
fiction. She considers the unrequited love sf has for science and how the
difficulties of visual representation complicate science's rejection.

  "The Fiction of Copyright: Towards a Consensual Use of Intellectual
   Property"
Axel Bruns shows that traditional concepts of copyright are an
increasingly
outdated fiction in a computer-mediated environment, and describes an
alternative consensual and collaborative way of using intellectual
property
that he views as both inevitable and desirable.

  "The Fiction of Public Life"
P. David Marshall observes how public figures of various kinds (Jackie
Chan
and Bill Clinton) negotiate the complex media matrix of public life
through
an array of fictional personae.

  "'And the Winner Is Fiction': Inventing Australia, Again, for the Sydney
   Y2K Olympics"
Kirsty Leishman addresses the representation of an Australian identity
through the intensely mediated spectacle that is the Sydney 2000 Olympic
games. She analyses these competing representations in terms of Graeme
Turner's theses on the narratives of Australian culture.

  "Retelling Psycho"
Ben King takes us through a tale of two texts -- two films that share a
name: Psycho -- as he explores the audience responses to Van Sant's
shot-by-shot retelling of the same story which seeks to inform that
audience of how our attitudes have changed towards violence, sexuality,
and
dementia.
