Milo Djukanovic is one slick dude. For years of Yugoslavs wars of succession Montenegro was amassing foreign currency reserves from smuggling operations. Now, using those reserves, first, he announced German marks as official Montenegro currency. Second, he did not barred Serbian companies from doing business in Montenegro. In Serbia they have to surrender their foreign currency to national bank at the official curse which is 4 times lower than in Montenegro. How long do you thing until they all move their headquarters South? Third, he will pay government salaries in German marks. That would quickly silence his opponents in the coalition government. Fourth, he will do the same with Yugoslav Army officers stationed in Montenegro: pay them off in German marks. Which is essentially a clever bribe - an incentive to them to abandon Milosevic. Oh, did I forget to tell that Djukanovic uses US economic advisers? The things that are happening in Montenegro and Vojvodina are just a continuation of the war waged by another means, that NATO is waging against Milosevic. The thing that German marks are used instead of US dollars, will keep Europeans happy... Nevertheless, the sad truth about the entire Eastern Europe including Serbia, that so loudly announces its victory over Germans in WW II, is that in eighties, when Eastern European economies started their dive, German marks became unofficial currency in all those countries. When I lived in Zagreb I kept all my savings in German marks, I paid rent in German marks, I bought a car in German marks, I also sold German marks in black market to others...
