Syndicate: regarding =cw4t7abs and the likes

Hello!
This is a call for help with some research. I was wondering if anyone had
a contact e-mail address for =cw4t7abs and if anyone knew of similar (to
his/her) language generators/translators that use symbols and numbers on
the internet. 
Also reply if this sounds of interest.
